William Apt is a graduate of New York Military Academy (1973). He received his college degree from the University of Texas at Austin, with a major in Latin American Studies (1977), and his law degree from Texas Tech University School of Law (1982).

William has practiced law since 1983 in the central Texas area. He is rated as PREEMINENT (AV 5.0) by Martindale-Hubbell, a national legal rating system.
